Election campaign is ready

Three million copies of presidential candidate's photograph have been published for the upcoming election campaign.
It is now noticed that no permission was sought from the photographer to use this photograph in the campaign.
As per prevalent copyright act, this means $ 3 million payout to the photographer at a rate of $1 per print copy.
That is a huge expense and also not budgeted for. The alternative to reprint is also not viable because of time constraints.
