Property is for Sale

You have been transferred to a new city and you wish to purchase a property. However you are unable to find a nice property within your budget. One day, during your search you come across a " Property for Sale" sign board. You stop and follow the directions. You knock at the door and an old lady opens the door.
She tells you that the property is available. You and your wife like the property, location is good and so far it is the best. You are ready to increase your budget by 10%
You ask the lady, what is she expecting? You are surprised to know that her asking price is actually 10% less than your initial budget and way below market price.
What is your action plan?
