Group Housing Society

You are the president of a group housing society consisting of fifty houses.
Due to recent theft incidents, the members decide to build a fencing around the society. The one time cost per house is approx. $200.
You start the collection drive, however one member refuses to pay up. What are your options including legal, so that he pays up.

We negotiate during buying or selling of an asset e.g. house, car and also conflict resolution and during salary negotiations.
